With a 1 yr old, 3 yr old, and almost 5 yr old in the house, my daughter has A LOT of candy. The 3 yr old is not quite out of the terrible twos yet and loses a piece of candy to mommy each time he hits, etc. It's working way better than time outs! My 3 year old isn't a great eater so I've been not letting her have candy unless she eats a decent amount of good food first so she gets a piece of candy here and there if she eats her food.
